Now passed both chambers - CA SB 868 is awaiting Governor signature
California's Senate Bill 868, the Plug and Play Solar Act, authored by Sen. Scott Wiener, passed on August 25, 2026. With a Governor's signature, SB 868 would exempt small plug-in solar devices (below 1,200W connecting to standard 120V outlets) from state and utility interconnection requirements. Utility notification will be required when the bill takes effect Jan 1 2027.
Until California signs the bill into law, plug-in solar sits in a legal gray area: utilities can require interconnection review, permits, and fees.
