Massachusetts's H5175 (with related bills H5151 and H4744) passed the Massachusetts House and is now advancing through the state Senate. If signed into law, it would legalize plug-in solar in Massachusetts, allowing small solar systems to connect to standard household outlets without utility approval, permits, or an electrician.
Until Massachusetts passes the bill into law, plug-in solar sits in a legal gray area: utilities can require interconnection review, permits, and fees.

What You Can Save in Massachusetts
Massachusetts's average residential electricity price is about 33.0 cents per kWh (EIA, 2026 average). A 180 W kit generating about 270 kWh a year could save roughly $89 a year; a 360 W kit roughly $178.
Massachusetts's high electricity rates, among the highest in the country, mean each kilowatt-hour the panel produces is worth more than in most states. The kit more than pays for itself over its life, with no roof work or contractor needed.
