Balcony Solar in Missouri

Everything you need to know about plug-in and balcony solar law in Missouri, plus what it means for what you're allowed to plug in, and what it saves.

Is it legal?

Currently unregulated - legislation in progress.

Missouri's two plug-in solar bills, House Bill 2528 and House Bill 2444, were introduced in the 2026 legislative session but were deferred to 2027, where they will be reconsidered. Until Missouri passes plug-in solar legislation, the technology sits in a legal gray area: utilities can require interconnection review, permits, and fees, and there are no explicit statutory protections for consumers. If passed, the bills would clear these barriers, allowing small solar systems to connect to standard household outlets without utility approval, permits, or an electrician.

Bright Saver's policy team is working to support legalization efforts across all 50 states.

What You Can Save in Missouri

Missouri's average residential electricity price is about 12.8 cents per kWh (EIA, 2026 average). A 180 W kit generating about 270 kWh a year could save roughly $35 a year; a 360 W kit roughly $69.

Those are modest numbers on their own, but the kit more than pays for itself over its life with no roof work or contractor needed.
