Is it legal?

Currently unregulated - legislation in progress.

Oregon's HB 4080 was introduced in the 2026 legislative session but was deferred to 2027, where it will be reconsidered. Until Oregon passes plug-in solar legislation, the technology sits in a legal gray area: utilities can require interconnection review, permits, and fees, and there are no explicit statutory protections for consumers. If passed, the bill would clear these barriers, allowing small solar systems to connect to standard household outlets without utility approval, permits, or an electrician.

What You Can Save in Oregon

Oregon's average residential electricity price is about 12.1 cents per kWh (EIA, 2026 average). A 180 W kit generating about 270 kWh a year could save roughly $33 a year; a 360 W kit roughly $65.

Oregon's rates are relatively low, so absolute savings are modest. The kit more than pays for itself over its life with no roof work or contractor needed.
