Pennsylvania's HB 1971 was introduced during the 2026 legislative session and is actively moving through committee review. If passed, it would legalize plug-in solar in Pennsylvania, allowing small solar systems to connect to standard household outlets without utility approval, permits, or an electrician.
Until Pennsylvania passes the bill into law, plug-in solar sits in a legal gray area: utilities can require interconnection review, permits, and fees.

What You Can Save in Pennsylvania
Pennsylvania's average residential electricity price is about 16.2 cents per kWh (EIA, 2026 average). A 180 W kit generating about 270 kWh a year could save roughly $44 a year; a 360 W kit roughly $87.
Those are modest numbers on their own, but the kit more than pays for itself over its life with no roof work or contractor needed.
