Which States are Moving Plug-in Solar Legislation?

Plug-in solar, small panels that plug into the wall let renters and homeowners generate their own electricity, is being legalized state by state. The map below tracks legislation across all 50 U.S. states: Where bills have passed, where they're advancing, and what's next.

Updated daily by Bright Saver, the only nonprofit working across every state to track policy and educate the public on plug-in solar. Find out what is happening in your state and how you can take action.

Where plug-in solar law stands in every U.S. state.

As of today: 11 states have passed plug-in solar legislation,

6 have active bills, 18 are set to reconsider in the 2027 cycle, and

16 have yet to introduce.

The policy team at Bright Saver actively leads coalition efforts and contributes to writing bill language, providing expert testimony, and organizing the people who benefit most.

In states without a bill yet, we're working with local advocates to introduce one.

The 2027 session opens in January. Expect movement across many of these states.

Updated as our policy team tracks each legislative session.
